MOYAS/E/2017/00589 Nehru Yuva Kendras were established in the year 1972 with the objective of providing rural youth avenues to take part in the process of nation building as well providing opportunities for the development of their personality and skills. In the year 1987-88, Nehru Yuva Kendra Sangathan(NYKS) was set up as an autonomous organization under the Government of India, Ministry of Youth Affairs and Sports, to oversee working of these Kendras. NYKS is the largest grassroots level youth organization; one of its kind in the world. It channelizes the power of youth on the principles of voluntarism, self-help and community participation. Over the years, Nehru Yuva Kendra Sangathan has established a network of youth clubs in villages, where Nehru Yuva Kendras have been set up. NYKS has targeted to identify areas of harnessing youth power for development by forming Youth Clubs, which are village level voluntary action groups of youth at the grassroots level to involve them in nation building activities. The core strength of NYKS lies in its network of youth clubs. Youth Clubs are village based organizations working for community development and youth empowerment. The basic objective for creation of youth clubs is to render community support through developmental initiatives involving activities with particular focus on youth empowerment. The implementation of programmes and activities of youth clubs is based on local needs and requirements by mobilizing resources from various government departments and other agencies, which include both national, State level and multilateral institutions. The youth clubs and its member volunteers form the base of the NYKS’s vast national rural network. Scouts and Guides for Animals: National Council of SPCA's comes forward to provide training to all concerned about animal rights and their welfare. Please find attached here with advisory forwarded by the Bharat Scouts and Guides, accepting our proposal, Nehru Yuva Kendra Sangathan (NYKS) volunteers also needs following advisory, to be issued by NYKS: Subject: Advisory on strict Implementation of Amended Rules 125 (E) of the Central Motor Vehicle Rules, 1989 read with the Cattle Transport Rules, 1978 amended in 2001 and 2009. As per article 51 A (g) of Indian Constitution read with the five freedoms of the animals and birds and section 3 of the Prevention of Cruelty to Animals Act, 1960, which defined the responsibility of a custodians of animals. Whereas animal and birds also have sentiments and they can feel pain and sufferings, besides it amended Rules 125 (E) of the Central Motor Vehicle Rules, 1989 also permitted that animal and birds can be shifted in the vehicles specified as per Bureau of Indian Standards. 125 E: Special requirements of motor vehicles transporting livestock – 1. On and after, the 1st January, 2016, motor vehicles used for transportation of livestock by road shall be in accordance with the specifications of the Bureau of Indian Standards as provided in IS- 14904: 2007; or IS- 5238: 2001; or IS- 5236: 1982, as the case may be, as amended from time to time and the transporter or consigner of the livestock shall follow the code of practice laid down in the respective specification regarding the transport of the livestock. 2. Subject to sub- rules (1), the motor vehicles for carrying animals shall have permanent partitions in the body of the vehicles so that the animals are carried individually in each partition where the size of the partition shall not be less than the following namely:- (i) Cows and buffalos = 2 sq. mts. (ii) Horses and mares = 2.25 sq. mts. (iii) Sheep and goat = 0.3 sq. mts. (iv) Pig = 0.6 sq. mts: and (v) Poultry = 40 cm sq. 3. No motor vehicles meant for carrying animals shall be permitted to carry any other goods. 4. The Regional Transport Officer shall issue special licenses for the motor vehicles meant for carrying animals on the basis of vehicles modified in accordance with the provisions of sub- rule (2).

MOYAS/E/2017/00588: National Service Scheme, under the Ministry of Youth Affairs Sports Govt. of India, popularly known as NSS was launched in Gandhiji's Birth Centenary Year 1969, in 37 Universities involving 40,000 students with primary focus on the development of personality of students through community service. Today, NSS has more than 3.2 million student volunteers on its roll spread over 298 Universities and 42 (+2) Senior Secondary Councils and Directorate of Vocational Education all over the country. From its inception, more than 3.75 crores students from Universities, Colleges and Institutions of higher learning have benefited from the NSS activities, as student volunteers, whereas these students cum volunteers of NSS can't know about their fundamental duties as defined under article 51 A (g) of Indian Constitution, likewise five freedom of animals and birds, hence Scouts and Guides for Animals: National Council of SPCA's comes forward to provide training to all concerned about animal rights and their welfare.
